Abstract (EN)

With the dissolution of the Soviet Union in 1991, the number of independent countries in the Caspian region increased from 2 to 5. Azerbaijan, Kazakhstan and Turkmenistan, which have recently gained their independence, have adopted the Western management model in their state administration and followed western policies in the domestic and foreign policy of the country. Being an important state in the Caspian region, Azerbaijan declared its independence in 1991. The first president of the state followed a pro-Russian policy and remained loyal to the Moscow government. During the reign of Elchibey, the second president of the country, Azerbaijan carried out active politics with the West for the first time and adopted the western style of administration in the domestic and foreign policy of its state. Heydar Aliyev, who came to power after Elchibey, further developed the western relations of the previous administration and made the Azerbaijan republic an important position in the South Caucasus region. Aliyev has succeeded in establishing the balance system correctly in foreign policy and has developed relations of Azerbaijan with neighboring countries and Western states in the region with the right strategy. After Aliyev achieved stability in the country, he worked on Caspian oil and carried out joint studies with western states in the region by opening the Caspian energies to the West.Since the Caspian region has an important position in the world, the attention of the great states has always been in this geography. Since the Caspian is both a geopolitical and geostrategic transition, a bridge in the world, and an energy region with rich natural resources, the Caspian Region always remains a competitive area. Azerbaijan, which is an important state in the Caspian Geopolitics, is known as the state that maximizes its relations with the West in foreign policy.As of today, the main objective of Azerbaijan's foreign policy is to pursue a balanced foreign policy, keeping its relations both with neighboring states and the West at a good level, and to develop safe and stable cooperation in the region.In this thesis, the importance of the Caspian Geopolitics and the energy competition in the region and the political, economic and military relations that will arise from this competition have been examined by considering the basic policies in the Caspian Region
