Abstract (EN)

The general election held on 18 April 1999 resulted in a parliamentary composition in which no single political party secured a sufficient majority to form a government independently. Consequently, the Democratic Left Party (DSP), the Nationalist Movement Party (MHP), and the Motherland Party (ANAP) came together to establish a coalition government by achieving a parliamentary majority. This new political period aimed to address political, economic, and social dynamics across nearly all layers of society. Given its significance in the history of Turkish politics, this period constitutes a subject worthy of in-depth academic examination. In this study, the theoretical foundations of the research are first outlined, and the conceptual framework is presented through relevant definitions. The ideologies, political objectives, and public perceptions of the parties involved in the formation of the coalition are systematically analyzed. Addressing the issues that shaped both domestic and foreign policy during this period played a crucial role in determining the political agenda. In this context, key developments such as the February 28 process, the capture of Abdullah Öcalan, recurring economic crises, Turkey–European Union relations, and the Cyprus issue are examined to provide a comprehensive evaluation. Furthermore, the study assesses the functioning of the government's decision-making mechanisms, as well as the distribution of responsibilities among coalition partners and their modes of governance. The 57th Government is examined not only within its historical context but also as a case study for understanding Turkey's political dynamics and the structural challenges of its multi-party democratic system. Through this analytical framework, the study aims to contribute to the existing literature and to develop a new academic perspective on the relationship between coalition experiences and political stability in Turkey.
