Abstract (EN)

The Code No. 6360 on the Establishment of Metropolitan Municipalities and Twenty-Seven Districts in Fourteen Provinces and Amending Some Laws and Decrees with the Force of Law, which was adopted in 2012, has been discussed by many disciplines in terms of the legislative process, volume and possible effects. In this thesis study, which is examined in terms of local governments and Constitutional Law; the effect of the code on the election of metropolitan municipal organs was revealed by analyzing the 2019 Local Election results in Mersin. As a result of the research, it is determined that the new districts included in the metropolitan border did not change the result of the Mersin Metropolitan The presidency of Mersin Metropolitan Municipality which was determined by direct local election. However, It is analyzed that the Mersin Metropolitan Municipality combination, which is formed with the proportional representation system, has caused quite a change. In addition to political and geographical injustice, the results of the election that emerged with the alliance politics were executed to analyze. With this thesis, the main reasons, and suggestions for the different results of the elections held in the same date and political geography were revealed.
