Abstract (EN)

The changes occured at the characteristics of society leaded by thetechnologic developments after the agricultural society and industrial society,created the term ?Information Society?. Nowadays, however there is manydifferent applications against Information Society, two of these applicationsbecame more important: The Application of e-government and GeographicInformation SystemsIn order to benefit from advantages of Information Society, TheEuropean Union started to make more inverstment to ?e-government? and to?GIS Technology?, specially since the year 2000. Meanwhile, Turkey is forminghis own Information Society Policies based on EU and set his target as reachingto EU standarts at GIS Project based on e-government.In this thesis; which expose an e-government application based on GIS,concerned with real estate appraisal, directed by e-government and spatialinformation management policies of European Union; it has ben drafted aviimodel under the name of ?Real Estate Appraisal Information System? has beendafted and this model has been evaluated considering EU process. Beside todesign of this model, a model of real estate appraisal association -which has notyet a complete institutional structure in our country- is exposed. So it was aimedto facilitate reaching to appropriate knowledge of current real estate value foreverybody who wish to get service of real estate valuation.
