Abstract (EN)
II. In Europe after World war time to create an environment for peace efforts initiated as a result of economic unification in 1951, the Treaty of Paris created the European Coal and Steel Community. 1957 Rome Treaty and with the participation of six countries (Germany, Italy, Netherlands, Belgium, Luxembourg and France) the European Economic Community (EEC) and the same year in the European Atomic Energy Community (EURATOM) was established.Communities that show significant dynamism increased participation and the number of member countries increased to 27.Turkey had signed the Ankara Agreement in 1963 and in 1987 applied for membership in the negotiation framework document the adoption of the October 3 2005 officially won the right to start the negotiation process.Economic Monetary Union for the implementation date of 1 November 1993 entered into force on the economies of member countries the differences between we have to fix some macros in terms of size Maastricht criteria as the so-called convergence criteria were identified and followed them in case of sanctions to be applied is determined.Maastricht criteria for European Union member states must comply with the terms of the Copenhagen economic criteria while the expression is a member of the European Union candidate countries who want to express the conditions are like.In this study ( the Maastricht Financial Discipline Criteria for the debt stock ) the European Union countries and Turkey's status was examined.İn the first part , genarally the budget deficit and debt concept has been talking about . Sorts ,Causes and management were examined.İn the second part , by examining the Maastricht Treaty and approachment criteria the European Union countries and Turkey's situations were evaluated by tables.İn the third and the last section the debt stock to GDP convergence analysis of results was made between the European Union countries and Turkey.Keywords: Government Debt, Maastricht Criteria, Convergence
