Manpower planning to be carried out for disaster response period

1ABSTRACTBeing a modern society requires the easing of sufferings of disaster victims andrelieving their grievance.Compensating for the loss of disaster effected people and striving to relieve theirgrievance necessitates Disaster Management. Disaster Management process,comprehends different periods such as Harm Reduction, Disaster Response andRehabilitation. What is essential in Disaster Management is not the recognition ofthese periods forming Disaster Management but how these tasks are fulfilled.Disaster Management is basically a process of Resource Management. It is aperformance for providing that available resources reach the ones in need by correctmeans and in due time.From the viewpoint of general similarities Disaster Management has with BusinessAdministration, in this study, Human Resources Management in DisasterManagement is stressed.Subjects initially standing out in the study are basically, Development of HumanResources Management, Functions of Human Resources and Manpower PlanningModels. Subsequently, information on Disaster Management is provided andnecessity of Manpower Planning, together with its sub-processes is being clarified.
