Effectiveness of employment incentives in active employment policies: Employment incentives performed in Europe and Türkiye

Abstract (EN)

Incentives can generally be expressed as supports given by states in order to strengthen the desire of investors to engage in economic activities. General aim of incentives is to increase the capacity of the investment; one of main aim of incentives is to increase the employment rate by fighting against unemployment. The principal employment policies used by states in the fight against unemployment can be classified as passive and active employment policies. While employment incentives included in active employment policies have been used in European Countries for a long time, they have become important and have been performed since 2000 in Türkiye. In this study, by giving information about employment incentives; important effects of employment incentives are mentioned. Employment incentives performed in Europe and Türkiye is analyzed firstly with their general characteristics and is revealed target group performed. The similar and different features of employment incentives performed in Europe and Türkiye are revealed and evaluated as a result of comparison. In some situations, employment incentives performed in Türkiye are similar to the employment incentives performed in Europa. This situation; type of incentive, implementation of the incentive and target group of incentive.
