Abstract (EN)

This thesis explores the critical transcription of a notebook (1311-1315) containing copies of the Muhaberat (Reports) written by Ahmet Şâkir Pasha, who was assigned to inspect the Anatolian provinces, within the context of previously published studies on the 19th century in Anatolia. Şâkir Pasha, a prominent figure in the 19th century Ottoman Empire, served in many government positions. The subject is critically examined through the Pasha's work, including the duties he assumed in government positions and the notebooks he kept during his time in office, addressing his intended, accomplished, and failed endeavors. Şâkir Pasha served in cities such as Diyarbakır, Van, Bitlis, and Erzurum, important centers of the Ottoman Empire, and worked to strengthen the ties between local governments and the central government. Following the examination of the Pasha's notebooks, the budget allocated to the Anatolian provinces, the supply-demand balance, social and economic problems, general problems in the provinces, the attitudes of local governments toward these problems, and their relations with the government are evaluated. A biography was written about Pasha's business and private life, focusing on his efforts and efforts in the face of problems, his way of reporting the situation to the center, and his attitude towards corruption.
