The problems which the social security systems meet in European Union and the Turkish social security system

The social security systems of European Union?s (EU) member stateshave covered the nine risks which exist in the ILO?s Convention concerningMinimum Standards of Social Security number 102. There are some differencesin the satisfaction of the needs generated by these risks according to the socialsecurity models (Bismark or Beveridge) chosen by the member states. Also theamount of gross domestic products of the member states form anotherdifference between the social security systems.The problems which the EU member states meet in the maintenance oftheir social security systems can be count as enlargement, ageing society andglobalisation. These problems made the satisfaction of needs generated by therisks of social security systems more difficult. EU has enlarged from 15member states to 25. In this context, the more well-being of 15 former memberstates has brought unequality to the social security systems in the EU. Inaddition, in all of the member states the increase in the population is very low.For this reason the working population is shrinking and the maintainance ofsocial security systems is getting harder. As in all states being in theglobalisation process, the employment markets in the EU member states havegained flexibility and the atypic employment types got prevalent. For thisreason in the EU member states, there are some important problems in thefinancing of social security systems.The Turkish social security sytem has some important differences fromthe EU member states? system. It doesn?t cover some risks which have beencovered by the EU members, doesn?t give enough reassurance to satisfy theneeds and doesn?t cover everone. The nonexistence of the regulations whichprovides the minimum living, increases the poverty. There are importantdifferences between the problems which the social security systems meet in EUmember states and Turkey.
