In-service training activities of public administrations in European Union countries and Turkey: The case of T.R. Prime Ministry Undersecretariat of treasury

Today, changing and rising expectations of citizens, changes in the perception of the role of government and development of new technologies made the in-service training an important tool for adaptation of public servants to these rapid changes. Important features of an effective training organization are a careful analysis of job requirements, a clear identification of training needs, an analysis of the appropriate training methods to be used and a result?oriented training evaluation. Existence of in-service training studies revealing the theory and practice will be an important reference in the future.The first chapter of this study which is composed of four chapters gives theoretical framework, in the second chapter legal framework, responsible bodies, problems and several statistics of Turkish public servants? in service training is discussed. The third chapter concerns the factors influencing the training system and responsible bodies in EU countries and selected country cases. In the last chapter a comparison of in service training activities of Treasury is undertaken and a field research which aims to measure the effectiveness of year 2010 trainings is discussed.Key Words:1.
