Abstract (EN)

In this study, the influence of pressure groups on public decision-making mechanisms was examined based on the understanding of governance. Concepts such as management, governance, national governance, local governance, global governance and regional governance have been included. Historical development of governance approach, its features, participation, efficiency, transparency, rule of law, equality, accountability, strategic vision and responsiveness are explained. New state understanding; new conservatism and neo-liberalism. The new public administration concept; modernism, post-modernism, understanding of social state, etc. have been examined. As a means of democracy in later parts of the work; print groups, interest groups, print group types have been dealt with in detail. From the methods used by print groups to accomplish their goals; threats, persuasion, money, lobbying, bribery and boycotting. In the context of public inspection activities; the concept of ombudsman, historical development, the importance of audit activities, the legitimacy contribution of audit.
