Creative economy model as one of the public policy instrument

The role of the state and its public policies is of great importance in solving the emerging problems and determining the development path of the country. Today, the concept of "creative economy" was introduced in order to add economic value to creativity and to grow the economy faster. This economy model consists of sectors based on intellectual property. It is indicated that it will provide growth, employment, innovation and world-wide competitiveness in the economy. In the last fifteen years, this trend has attracted great attention in international arena. Both of developed and developing countries undertake public policies in this direction for the development of their economies. Since this issue is new in Turkey, it is seen that new steps have been taken by both academics and public institutions. In this research, it is aimed to asses the importance of creative economy for the Turkish economy. For this evaluation, first of all, the theoretical framework related to creative economy and public policy has been examined. In order to asses the subject from an objective point of view, both domestic and foreign data were used. In the research part of the study, the current situation of the creative economy in Turkey was examined, compared with other OECD countries, and official plans, programs and activity reports were discussed to explain the public policies carried out. As a result of the study, it was seen that deeper research and inclusive policies were necessary.
