Abstract (EN)
As the effects of the global climate crisis increase in severity day by day, mankind faces another disaster every day. After the February 2023 Maraş earthquakes, which caused devastation in 11 provinces of Turkey, Turkey's disaster management system has once again become the focus of criticism and new studies have started to be carried out on it. This thesis aims to develop a strategic action plan that proposes fast, flexible and beneficiary-oriented solutions by focusing on the shelter problems that arise in disasters and emergencies. This action plan is a guide for disaster management teams and decision makers in the aftermath of a disaster, and the proposed actions also ensure the development of resilience against future disasters. In this context, shelter units from the world and Turkey were analysed by literature analysis; data were collected by mixed research methods to support the analyses; and a strategic action plan, which is recommended to be used in post-disaster processes, was developed by analysing all the data. This plan includes proposals to solve the problems of space and product design of shelter units in the field of emergency architecture and actions to increase disaster resilience. In the strategic action plan, 3 main targets were determined in spatial, structural and environmental factors, 12 solutions were proposed for 12 problems identified under these targets; 28 targeted actions were developed for these 12 solutions and target cards were prepared for each action.
