Abstract (EN)

In this study, A democracy attempt in political regimes as tutelary democracy has been investigated what types of features carried by. There are many different applications of democracy in management models with the effect of being the most preferred. As one of the application of democracy in tutelary democracy, democracy can be subject to guardianship in the hands of elitist people even if some institutions and rules of real democracy. As the type of democracy, tutelary democracy is an inadequate application of democracy with authoritarian and oppressive. Therefore this type of democracy is among semi-democraciesThis study aims to determine tutelary democracy properties, the relationship between real democracy and defiencies of tutelary democracy. This thesis is designed in the form of three chapters. In the first chapter of study, ?democracy? and ?tutelage? concepts have been elaborated within theoretical and practical framework in a broader perspective. The interaction of these concepts is described in a detail research.In the second chapter, tutelary democracy is compared with some concepts in a separate topics. These topics are; national sovereignty, republicanism, pluralism, civic society, management culture, bureaucracy, intra-party democracy etc. In order to understand the true democracy, that topics are really important to democracy approach. The relationship between these concepts and tutelary democracy is the most crucial part of this study.In the third chapter of this study, it discussed tutelary democracy?s specifications laid down in the context of applications in Turkey. Especially in terms of Turkish tradition of state, Turkish civil society life and Turkish political culture. It has been revealed properties of tutelary democracy in Turkey. Also in this chapter it has been investigated the effectiveness of the guardianship groups in Turkey for democracy. And it is reviewed bureaucracy?s political activity in Turkey in a historical process.
