Abstract (EN)

This research presents an innovative hybrid framework for criminal record management through the integration of traditional database systems with Blockchain technology. The study proposes an integrated architectural model that provides synchronized and immutable data storage for the secure management of sensitive judicial information. The developed system is distinctive in establishing a functional balance by combining Blockchain's immutability and transparency features with the high performance and accessibility capabilities of traditional databases. The system architecture ensures synchronous data processing in both environments while guaranteeing data integrity through cryptographic verification mechanisms and role-based access control. The hybrid structure integrates relational database technologies with modern Blockchain platforms, simultaneously offering ACID compliance and distributed ledger recording capabilities. System coordination is achieved through event-driven architecture and reliable message processing protocols. Data consistency is maintained through multi-phase confirmation mechanisms and periodic cryptographic verification processes. The security infrastructure ensures data integrity through cryptographic hash operations and Blockchain's inherent protection mechanisms. The system architecture combines traditional database transaction controls with Blockchain verification processes to maintain data consistency. The research findings demonstrate that the proposed architecture provides significant improvements in data reliability, transaction traceability, and system resilience compared to traditional criminal record systems. This hybrid approach presents a scalable model for the effective use of Blockchain technology in public administration applications, contributing to the modernization of critical government information systems. The fundamental contribution of this study is the development of an applicable framework for enhancing security and transparency standards in judicial information systems by revealing practical ways to integrate Blockchain technology with existing institutional infrastructures.
