Abstract (EN)
The aim of this study is to explain imbalance between regions by handling regional development and regional progress concepts and to examine the structure and feasibility of Development Agencies in Turkey , which are thought as a way of removing this imbalance. The Regional Development Agency concept was mentioned at first after the 1999 Helsinki Summit. Then in 2003, establishment of Development Agencies was projected whit in the Accession Partnership Document. ?The Draft Law of Establishment, Coordination and Duties of Regional Development Agencies? was submitted to Turkish National Assembly Presidency on 19 January 2006, was accepted on 25 January 2005 by the Turkish National Assembly and became effective on 08 February 2006 by publishing in Official Gazette. The Development Agencies in Turkey are so new formations to estimate their outwords. However; looking at the present sturucture of Development Agencies, even they are important instruments of removing regional imbalance and main taining regional progress, a management approach has accepted in the law proced by Turkish National Assembly which is not suited whit.
