Examining the relations between metropolitan municipalities and district municipalities in the case of Malatya

In recent years, important reforms have taken place in local governments, especially in the structure of metropolitan municipalities in Turkey. In this context, the most basic regulation put forward by the government is Law No. 6360. With this Law, metropolitan municipalities were established in 30 provinces and the borders of these municipalities were extended to the provincial administrative borders. In addition, the district municipalities within the boundaries of the metropolitan municipality were transformed into metropolitan district municipalities. As a result of the determination of the service areas of the metropolitan municipalities as the provincial property border, in the metropolitan cities; Between the metropolitan municipality and the district municipalities, areas that need to be well managed have emerged in the institutional area, in the council decision mechanism, in the sharing of duties, powers and resources. In this study, the relations between the metropolitan municipality and the district municipalities were examined within the framework of these titles. The aim of the research is to describe the relations between Malatya Metropolitan Municipality and district municipalities from the eyes of the municipal council members, to reveal the problems, if any, and to convey the solution proposals put forward by the councilors for the solution of these problems. This study consists of two main parts: theoretical and field research. In the first part, firstly, by giving information about the metropolitan municipality administration and the district municipality administration, the relationship between the metropolitan municipality and the district municipalities is examined in depth in four sub-titles: the relations arising from the institutional structure, the relations arising from the parliamentary decision-making mechanism, duty, authority and resource sharing. In the second part, an interview study prepared and applied in order to examine the relationship between Malatya Metropolitan Municipality and district municipalities from the eyes of the main actors of the relationship, namely council members, by determining the sources of the relationship between the metropolitan municipality and district municipalities within the scope of the Malatya province field study is included. The findings obtained as a result of the interview were evaluated, the relationship between the metropolitan municipality and the district municipalities was described, and the proposed alternative applications were presented by revealing the problems, if any.
