تجربة الاستثمارات الوقفية المعاصرة وإمكانية الاستفادة منها في جمهورية مالي

This study addresses the topic of developing and enhancing waqf (endowments) in the Republic of Mali through the application of waqf investment using contemporary Islamic financial instruments that align with the transformations and developments of the modern era. The study aims to clarify the concept of waqf investment, explain its objectives and Sharia-compliant regulations, highlight the fields of waqf investment and its modern experiences, and analyze the current state of endowments in Mali. It also seeks to explore the challenges and opportunities related to implementing waqf investment mechanisms in the country. The study adopts a descriptive methodology to present the theoretical framework, outlining the concept of waqf investment, its goals, Sharia guidelines, and a review of modern experiences. It also employs an analytical approach in examining survey results and related reports to identify investment opportunities and challenges, and to propose suitable investment models for waqf and charitable institutions in Mali. The research concludes that there is promising potential to benefit from successful investment models within Mali, provided that current challenges are addressed and that managerial competencies and skills for managing and investing waqf resources are strengthened. It also finds that Sharia-compliant investment formats, such as diminution musharakah, ijārah ending with ownership, waqf funds, muḍārabah, muqāraḍah bonds, and parallel salam, are among the most effective mechanisms for achieving sustainable waqf development in Mali.
