Abstract (EN)

There are many factors in the healthy functioning of public institutions. Undoubtedly, one of the most important factors among these factors is the proper fulfillment of their duties by public personnel. However, there are many factors that affect the work of public personnel. It is thought that the stress, anxiety and self-confidence of the personnel are also important together with an effective public leadership. Based on this importance, this research has been shaped in line with two main purposes. First of all, the short form of the public leadership scale is adapted to Turkish and brought into Turkish culture. The second aim is to test whether the public leadership has a moderator effect on the negative impact of stress and anxiety on the self-confidence of public personnel. For these purposes, first of all, data were collected from public personnel three times for the scale adaptation study. Data were collected first for exploratory factor analysis (349 people), secondly for confirmatory factor analysis (234 people), and thirdly for criterion validity (80 people). As a result of the analyzes made, it was concluded that the short form of the public leadership scale, which was translated into Turkish, had sufficient validity and reliability analysis. After these results, data were collected from 615 civil servants for the structural equation model, which examines the moderator effect of public leadership on the relationship between stress and anxiety of public personnel and their self-confidence. In line with the data obtained, first of all, parametric analyzes were made for demographic variables and dependent, independent and moderator variables. The results of these analyzes are presented in tables. Finally, analyzes were made regarding the moderator effect of public leadership on the relationship between stress and anxiety and self-confidence, which is the purpose of the research. As a result of the analysis, it was concluded that both stress and anxiety negatively affect self-confidence. However, with the intervention of effective public leadership, it was concluded that stress and anxiety affect the self-confidence of public personnel to a lesser extent. According to these results, it was concluded that an effective public leadership also reduces both stress and anxiety of public personnel and increases self-confidence.
