Abstract (EN)

Law enforcement agencies are broadly defined in a manner whichincorporates all institutions that enforce the sentences which restrict freedomand arrest warrants.Law enforcement agencies are necessary institutions in terms ofpublic security and rehabilitation of the convicts for the prevention of othercrimes in public, through the restricting of their freedom in return for thecrimes they commit. On the other hand, it is necessary that a transparentmanagement is established in law enforcement agencies within theframework of international standards with regard to human rights, and thatlaw enforcement agencies are subjected to the audit of non-governmentalorganizations. The inspection methods of law enforcement agencies inTurkey are; political inspection, legal inspection, international inspection andadministrative inspection. Administrative inspection is carried out byinspection committees with central and local organizations. The organizationof Turkish law enforcement system in terms of the enforcement of sentencesrestricting freedom is such: Ministry of Justice, Directorate General of Prisonsand Lockups, Office of Chief Public Prosecutor, and law enforcementagencies.Ministry of Justice and Directorate General of Prisons and Lockupsform the central organization, while Offices of Chief Public Prosecutor andlaw enforcement agencies form the local organization. Inspection committeesare formed by all Legal Jurisdiction and Justice Committees incorporatinglegal enforcement agency or prison, within the jurisdiction they are bound.The fact that non-governmental organizations do not have a voice in theelection of inspection committee chairman and members is criticized. Theimplementation of a successful execution regime and efficient inspection oflegal enforcement agencies in terms of administration depend on thepresence of competent and educated execution personnel.
