Abstract (EN)

Natural disasters are unpredictable and often have profound and devastating effects on both environmental and social structures. Therefore, it is vital to be prepared and take effective precautions before a possible disaster. In the post-disaster chaos environment, comprehensive and effective planning is necessary to meet the basic needs of the damaged individuals. In this context, in earthquake risk areas, the selection of suitable storage areas should be made with analytical methods. Thus, a rapid and effective response in case of disaster is possible. Eskişehir province carries different natural disaster risks due to its geological location. These risks directly threaten the quality of life of the people of the region and can damage the economic structure. Therefore, in a strategic location like Eskişehir, a well-planned logistics infrastructure is required to respond to disasters quickly and effectively. Purpose of the study; It is the analyusis of the location selection problem of a logistics center that will enable the central management of the logistics activities that may be needed in the post-disaster periods against earthquake risk for Eskişehir province, using the MCDM methods most commonly used in the literature. In this ecaluation provess, four main criteria were determined as transportation, capatity, security and infrastructure, and four sub-criteria were determined for each main criterion. In the study on the location selection problem of the alternative logistics center, the application was carried out for a total of 20 criteria in three stages. In the first first stage, AHP and BAHP, which are MCDM methods, were used to weight these criteria and the results of both methods were compared. In the second stage, VIKOR, PROMETHEE and TOPSIS methods were preferred to determine the best option from four different districts close to the city center and geographically determined, one from each direction. The districts were listed for each method and all results were compared and evuluated. When these rankings were evaluated, Seyitgazi district was determined as the most suitable place. In the third stage, six different types of rankings were mad efor alternative location selection, again by weighting the criteria, and as a result of the evaluations, it was determined that the most suitable point was Seyitgazi Sports Hall.
