Abstract (EN)
For many years, states have been ruled by a certain minority and in order to meet the wants and needs of the majority. Providing this management effectively, establishing a good relationship between the ruler and the ruled, and the search for a successful and stable management system are a matter of debate from the past to the present. Which government system the countries are governed by can be understood by the relationship between the legislative, executive and judicial powers. The relationship between these three powers is the determinant of government systems. Turkey was governed by a parliamentary government system for a short period and then by a parliamentary system for a long period. After the radical changes made in the 1982 Constitution in 2017, it switched to the Presidential Government System in 2018. The main purpose of the study is to shed light on the next studies by considering the changes in the Presidential Government System with a holistic understanding. This impression is the main reason for the main subject of the study. It is impossible to describe all aspects of a government system that has changed in its own way and has no historical basis. Likewise, although a certain period must pass in order to fully explain such a system, criticisms of the system must be based on a legal basis. In the study, the literature on the subject was scanned and the resulting information was arranged; Previous studies on the subject were examined in detail. After the implementation of the Presidential Government System, the concrete changes reflected in the Turkish public administration system are analyzed.
