Abstract (EN)

Security and law enforcement agencies are the largest institutions that enable states to exist. The Ottoman Empire housed many officials for this purpose, but the internal order was disrupted by the First World War. After the years of the National Struggle, the Republic of Turkey has worked to re-establish the deteriorated order in Anatolia. In this process, the security organization has managed to continue its existence. Police, gendarmerie and constabulary institutions were organizations that were established in the Ottoman period and transferred to the Republic of Turkey. In this thesis, firstly, the security structures that existed in the Ottoman period were discussed in detail. Then, the function of the police force in Trabzon between 1923-1945 was explained by comparing it with the one before 1923. In particular, the presence of the police stations in the city and their roles, as well as the contribution of the political structures in the region to the security, the security studies carried out at the point of police training and the issues of public order in the social order were discussed.
