The role of the Defterdar Mehmed Şerif Efendi?s treatise on the new order reforms

At certain times, the Ottoman Empire have made reform works in order to improve the deteriorated state. In the period of Selim III, these works have continued intensively. Selim III have engaged in efforts to innovation in military, administrative and financial areas with the help of treatises offered by statesmen. Financal information in Defterdar Mehmed Şerif Efendi?s treatise have constituted the scope of this study.The study is divided into two parts. In the first part, information about reforms and reformers is given. In the second part, Defterdar Mehmed Şerif Efendi?s treatise is tried to evaluate the financial aspects.According to the findings of the study, financial reforms in the period of Selim III have proved the structure of a complex of old and new. Though our work is handled a little bit financial situation of the period, it will achieve its targets if the research in this field is the guiding.
