Abstract (EN)

Information and telecommunication technologies are, one of the most influentialfactors affecting the last decades of 20th century. Those technologies influence the life,learning processes, working styles and the interaction between civil society and the stateby causing a revolution. This revolution changes the lifes of individuals and the societyand creates very serious economic, social, cultural and political outcomes. However,this revolution causes many serious problems. One of them is called ?digital divide?which is defined as ?unequal access to the information and telecommunicationtechnologies and services?.In this study, the information and telecommunication technologies, which areproduced by the information societies, are examined in terms of the differences in thedegree of accessibility among individuals in Turkey and EU.In this study, the state of information and telecommunication technologies inTurkey is illustrated by forming an index showing the digital divide between Turkeyand European Union. In the application, the state of digital divide and whether thesedivide is bridging or not, are examined. In addition, the factors causing the digital dividebetween Turkey and European Union are determined.Keywords: Digital Divide, Information, Telecommunication, ICT, Information Society,Knowledge Society, Knowledge.
