Decision making approach in foreign policy analysis, the role of the Ministry of Foreign Affairs: the case of İsmail Cem AND Ahmet Davutoğlu

This study attempts to examine the final stage of Turkish foreign policy on two actors. Ismail Cem and Ahmet Davutoglu left their marks on the recent years of Turkish foreign policy either with their intellectual tendencies or political identities. This study which prioritizes analysis based on individual for the comprehension of foreign policy, based on a constructive point of view. The basis of this study is that foreign policy emerge as a result of construction process and identity has an important place in the emergence of this policy. Certainly, the way to comprehend the identity of an individual is through examining the socializing of the individual with certain measures. Within the limitation of the study, it was attempted to closely examine the identities of Ismail Cem and Ahmet Davutoğlu. Another aspect of the subject constitute of how the decisions are made in foreign policy. Accordingly, how the decision-making process is handled was examined closely, the policies of Ismail Cem and Ahmet Davutoglu were analyzed in terms of decision-making theories. While benefiting from the conveniences that is provided by the decision-making theories, more than one theory was utilized for the explanation according to the essence of the subject. This study which is based on the panoramic evaluation of the foreign policy of a certain period on two actors, is enlightening in terms of examining the importance of tradition and identity. Both Cem and Davutoglu are the contemporary examples of "intellectual character which seeks solution to the problems of the government" which have its origins in pre-Tanzimat period. This kind of tradition played an important role in the formation of their identity. In the next periods, they acted in accordance with this point of view both as intellectuals and politicians. A crisis of civilization which emerges as a result of being caught between east and west, a government which tries to take up such a fraction, two intellectuals who try to find solution in terms of foreign policy at the last instance...
