Abstract (EN)

Analytical hierarchy Process (AHP) which was developed in 1970?s by Thomas L. Saaty, is used to solve complex problems that consisted of more than one criterion.Saaty first used AHP on probability plan problems in 1971. Later than AHP has been applied in many field, especially it was used in many applications in 1973- 1980.Performance based supplementory payment system in which conditions and criteria are determined by Ministry of health is distributed to the staff based on principals identified by legislations. The aim of this system is to ameliorate the healthcare and to promote qualified and productive labor offer. Performance based supplementory payment system is a system where the proportion, order and principles of the payments? of health institute? s revolving capital is determined.Performance based supplementory payment system only evaluate medical doctors performance where other personnel contribution to institution is considered as equal. This circumstance does not presents fair supplementory payment system distribution among institution staff and also it makes equal evaluation among staff without considering their work performance.Pre determined performance measurement criterias weights were found out by using AHP. Additionally a new performance coefficient was developed and this new method was used to calculate supplementory payment system.Key Words: AHP, Performance based supplementory payment system, Performance management, Health worker, Hospital
