Abstract (EN)

Disasters are generally unpredictable events that cause significant damages. Being prepared for disasters is very important in terms of reducing the damage caused by disasters. In order to be prepared for disasters, proper planning and coordination are required. In this study, an earthquake risk analysis was carried out in Elazig. In addition, considering the earthquake risk analysis, a mathematical model has been developed for the selection of emergency facility locations and the determination of the districts to be assigned to these facilities. In the first stage of the study, the earthquake risk coefficients of the central districts of Elazig were determined by using the fuzzy TOPSIS method. At this point, a decision-making group was determined. Interviews were conducted with the decision-making group and the criteria that determine the earthquake risk of a district have been determined. Then earthquake risk analysis for the province of Elazig was completed by applying the fuzzy TOPSIS method steps. After the risk analysis study, the locations of the emergency aid centers were selected by using these coefficients. In the mathematical model, the minimum number of facilities to be established is determined by the cluster coverage model. Then, with the proposed p-median model, the districts were assigned to the facilities determined in the previous model, taking into account the earthquake risk coefficients of the districts. The proposed two-stage mathematical model was solved for five different scenarios and the results were compared. In addition, an evaluation was made regarding the capacities of the facilities.
