Abstract (EN)

Computers have entered all areas of our lives, this makes use of computer mandatory onall the branches. An Information technology, which involves processing, storing, managing and communicating information, is contemporarily based on remotecommunication systems in computerized environments. Highly intense and active use ofcomputers in everyday life has forced us to be at least familiar with computers andcomputer related matters and technologies as well as remote communication issues inall areas of science.Computer knowledge and literacy lies on the basis of theseformations. To enhance University students' computer literacy; "Basic InformationTechnologies" courses are carried out on computer labs. These courses are conductedpractically so the examination of these courses should be practical. However, practicalexaminations are very demanding and their reliability, validity are open to debate. Forthis reason, some faculty members conducted these exams as multiple-choice examtaking the number of the students into account. However, students learn in thelaboratory on the application screen and that arise some problems in terms ofmeasurement and evaluation. An online exam software is needed for these courses to bedone as a practical measurement and evaluation. In this study, an independent onlineexam software is designed with a practical examination program for these reasons.Through this study, students? and instructors? requirements, principles andcompetencies of a online exam software are identified.
