Oversight of general administration police forces by administrative chiefs

The importance of provision of having human rights and freedoms and framing public order in terms of the state apparatus are discoursed in the study titled as "Oversight of General Administration Police Forces by Administrative Chiefs". So it is tried to say that security and freedom constitute a more meaningful whole without sacrificing one of them for the other. In this context, framing public order which is one of the main reasons of becoming a need of the state apparatus systematization and police forces providing framing of this order are emphasized. Minister of Internal Affairs in countrywide; governors and district governers are responsible for framing public order in Turkey. Minister of Internal Affairs, governors and district governers do their duty by means of General Commandership of Gendarmerie, Security General Directorate, Coast Guard Command and rural units of these institutions. Authority and responsibility of using force are given to the units created to perform framing of public order –police forces- by definition of the profession they do. However, personnels of these institutions make a more closed structure than other parts of the community because of many reasons such as their education, strict hierarchy of the profession and vocational socialization. This closed structure and authorizations which give possibility for restricting individual rights and freedoms increase the importance of oversight by chiefs of other institutions. Accordingly duty, authority and responsibility of administrative chiefs which are the most effective institution on applying oversight and malfunctions are emphasized in the thesis.
