Abstract (EN)

Information is one of the most important tools of our age for personal improvement and development of the society. People from different age groups are attending either formal education or non-formal education possibilities for acquiring information and ensuring personal improvement. People can reach information that they need through formal education possibilities, private teaching institutions, vocational courses, online lessons, distant education, and similar possibilities. Today, reaching the information is quite easy, especially thanks to internet. However, not every person has the same opportunities, and some people face difficulties in reaching the information due to various disabilities. Especially, visually impaired people are not able to use visual materials, and they can only get information by touching and feeling with specially produced materials. And this is the starting point of my thesis study.My thesis includes a web-based instruction system which is aimed to be used by visually impaired people, including dim-sighted people, without need to use any additional equipment. The system has been designed for visually impaired people with an interface which ensures control by using a mouse and giving voice commands. For dim-sighted people, on the other hand, colours and dimensions are designed in a changeable manner. The system subjects user to a test, and determines learning styles according to the result of test, and directs users to proper lessons. In evaluation stage, it prepares questions through question master module, and it controls each stage of the education through pre-test, subject test, and final test. Moreover, the system includes artificial intelligence techniques such as fuzzy logic and artificial neural networks.
