Abstract (EN)

Considering the rapid development in techonology which enabled accessing any information easily, every person should be provided with having equal access to web-based information regardless of any physical, mental or developmental disabilities, 65 age limit or slow internet speed. This aim will be realized when the related techology and computer education is generalized among the impaired people and when the configuration of the infrastructure of the internet is convenient with the improved supportive technologies for the handicapped.According to literature, visually-impaired students, yet computer literate, are independently able to continue their educational activities by the help of information technologies (Abner & Lahm, 2002, s. 100).The ?accessibility standards? has been modified internationally after various studies in regards to the universal internet infrastructure. The web sites prepared conveniently to these standards can easily be accessible to every people regardless of any difficulty.The purpose of this thesis, with `universal design? principles in mind, is to prepare an accessible web site that promotes the computer education of the individuals who are visually or physically impaired.
