Abstract (EN)

In the 21. century?s Turkey, more than 8 million handicapped and 5 million 65 over aged people have lived. However they have no apparent physical obstacle, person we defined as ?aged? have confront with obstacles in their daily lifes because of health problems brought by front ages. In addition to each and every handicapped or non-handicapped person have the right to live due to the phrase ?Life, freedom and personal security is the right of each human being? stated in the United Nations (UN) Universal Declaration of Human Rights as well as to phrase article 2, 12 and 61 of Constitution of Republic of Turkey which states ?Every individual bears untouchable, non-assignable, indispensable fundamental rights and freedoms based on his or her personality?, ?Turkey Republic is a state based on democracy, secularism and social rights?, ?Government take measures protecting and becoming socialize handicapped people. To execute this aim, state assemble or cause to assemble required facilities?, giving life rights, providing life quality and watching over them are duty of state. So the Turkish Republic builds retirement homes and rehabilitation centers. State aims to supply needs of aged and handicapped people, to become socialize as ?active and independent? by means of these facilities.Starting from this point, it may be declared that the Turkısh Republic determined and duties of retirement homes with rehabilitation centers and arranged things in order to solve bureaucratic causes and failures.In this study it is aimed examinig life quality of aged people and handicapped people (wheelchair users) in retirement homes, determining matters and solutions. To execute this aim firstly matters were determined by applying questionnares with observation and results were analyzed. As a result of the research, it is determined that handicapped people (wheelchair users) in retirement homes and employees have matters with a) furniture and equipments b) features of life area, c) working area of employee, d) location and architectural design of buildings and other structures.
