Abstract (EN)

We have conducted studies on ?authorization? which is one of the rules of method in our work named the ?Authorization Rules in the Administrative Jurisdiction?. The rules that determine in a court located in which location a lawsuit will be opened from the point of view of geography is being called the authorization rules. There should be more than one court at the same levels for a conflict on authorization rules to arise must be available countrywide. The emerging of conflicts on authorization rules becomes inevitable in our country since the administrative courts that have general duties and the tax courts that have specific duties have spread all over the country. However the emerging of conflicts on authorization rules can be prevented in case the rules of law in this regard and the missing points of the law and the ruling cases are well known beforehand. Apart from this, the entering of the basic subject of the lawsuit will be delayed by the ?rejection of authorization? decision that is to be concluded by the lawsuits that are to be opened in wrong locations and the damages that can hardly be compensated or impossible may emerge when the slow operating jurisdiction mechanism and the post organization are taken into consideration. We have selected this subject for the purpose of learning of the authorization rules in a good manner by those who open lawsuits by thinking that his/her benefits or rights are violated by depending on the importance of these and the judges who are in the position of being the applying the laws. In the first part of the work that has been presented in two sections the explanations on the authorization rules in the law method, in the penal jurisdiction method, in the administrative jurisdiction method together with the development and the status, organization and the personel of the administrative jurisdiction in our days in country and in the second section the general and special authorization rules in the administrative jurisdiction 129 method, the authorization rules in cases of connection and lack of jurisdiction (lack of duty of jurisdiction on a specific lawsuit) or lack of authorization and the rules on determination of the authorized body have been put forward and the work has been completed together with the conclusion section.
