The Organization of Turkish States between ideals and reality: Its structure and purpose

In the globalization process we are living in, the importance and decisiveness of international organizations among international actors continues to increase. In addition to their functions such as the spread of international and regional security, prosperity and peace, international organizations try to improve and develop the national interests of the countries gathered under their roof. The process of the Organization of Turkish States, which has a historical depth in terms of thought and its ability to hold on to the international level and institutionalization as a regional organization, has been evaluated in the light of realistic data, taking into account the political conjuncture, considering the political, security, technological and economic skills and capacities of its members, and an alternative perspective has been presented with the results obtained on whether the tendency of the organization should be functionalist or should it progress based on values. In our study, firstly, the ideological thoughts based on the values (common language, culture, history and identity etc.) that constitute the foundation of the Organization are summarized together with their historical extension. In the second section, the political and economic situations of the states are examined. Afterwards, the institutionalization level of the Organization of Turkish States, its structure, the organs and functioning of the Organization are tried to be analyzed within the historical dialectic. In the fourth section, by giving place to the theories of integration, the common action tendencies of the Turkish states, the policies of global and regional actors regarding the region and the effects of functionalism on the process are discussed and examined.
