Price analysisand cost analysis. Cost analysis is the review and evaluation of the seperate costelements and profit of an offeror?s or contractor?s cost or pricing data especiallyin noncompettive or inaduquate compettive purchases to determine theproject?s reasonable cost elements and profit.When we review the present practice in Turkey about cost analysis of publicprocurement, we can say that there are widespread approaches which evaluatereasonable entire project cost, by only using direct material cost or by onlydirect labor cost roughly.In tender contracts accordance with project cost analysis, the offeror?s costproposal is reviewed by direct material costs, direct labor costs, other directcosts, indirect costs (overhead costs and generel&administrative costs) facility?swhich is used accordance with project amortizaton cost and profit/fee deadline.In order to evaluate the facilities? amortizaton, an approach which includes thefacilities?depreciation and capital cost of money together reccommended to beused.viiTo evalute profit/fee, excluding contracts for operation and/or maintenance,cost plus awarded fee and construction contracts, it is recomended to use NasaApproach.The consistency of cost analysis depend on the accuracy and the reasonable ofdata which are used in analysis. Therefore it will be normal when includes somedeviation.There is no standart frame for cost analysis which can be applied in allconditions.
