Mahmut and following Tanzimat era is a process in which severaladministrative, political, cultural and economical changes took place. And also II.Abdulhamit era became an era in which the Tanzimat Reforms went on because of thereforms in bureaucratic organization. from this wiev complete 19 th century reformsbrought a centralist thought in the country in military, in civilian, and all parts ofadministration. Due to centralazation, changes in state organization and development,bureaucratic staff enlarged day by day. At the end of 18 th century the staff was 2000people but it reached 35000 people in II. Abdulhamid era.In II. Abdulhamid era in which institutionalization in strate enlarged,bureaucracy became specialist and became centralist day by day, someessential changes took place in employing. As a result of these changes acosmopolit including muslims and not muslims bureaucracy arised. In thisstudy according to Sicill-i Ahvâl records, as a part of cosmopolit staff, civil cevantsfrom Balıkesir were researched.Sicill-i Ahvâl records, which are very important for understanding of thisnewe poicy, contains a few civil servant generation. But the civil cervats;some of them started to work before II. Abdulhamit became Sultan, workedduring II. Abdulhamid era. There are some who worked father and son records.And also some of them worked together.When these records that was recorded regularly in II. Abdulhamit Era firstresearched it is seen easily that Ottoman bureaucracy has a colorfulconstruction. Not considering muslim or not muslim not only the importantCivil Cervants but also small Cervants from Balıkesir sat all parets of thecountry due to rotation. The big payment differences among these cervants arethe proofs of Ottoman Payment imbalance.
