Abstract (EN)

Constitutional monarchy movement is not just birth of parliamentary system in Anatolia, at the same time it is one of the most important sources on our political, jural and intellectual life. Occurance of Constitutional Monarchy that was declared second time in 1908 and novelties which Constitutional Monarchy brought to land management, new draft of law, application that was done according to these drafts, political, social, economic and administrative features of Erzurum, activities of Muslim Deputies of Erzurum, opinions and implementations about topics that were discussed, explanations and evaluations of sessions that deputies made speech usually have set our borders on this study. General structure and activities of Constitutional monarchy period, Second constitutional period elections, parliamentary activities with parliament's general features, social, political, administrative specialities of Erzurum and Erzurum Deputies' speechs in parliamentary minutes, assesment of these speeches are three main topics which forms the basis of our study.
