The role of governance in preventing climate change: The case of Ankara Metropolitan Municipality

Although climate change was first detected during the period when fire was discovered, it came to the fore with the use of scarce resources as if they were unlimited due to the increase in population and decrease in awareness after the Industrial Revolution that started in the 18th century. Today, the concrete effects of climate change have forced the whole world to rethink about climate change. Climate change has been one of the most discussed issues in the world. In the fight against this problem, national and international negotiations have been made. However, in the solution of climate change, which is a global problem, acting only with the negotiations of the states was not sufficient alone in solving the problem. For this reason, changes have occurred in the structures of countries and municipalities have had great duties. Since municipalities cannot fulfill these duties alone, a multi-stakeholder governance model was needed. For this reason, the work of Ankara Metropolitan Municipality, which has been working on climate change in recent years, has been discussed and evaluated within the framework of the governance model. By applying governance as a model, the role of the stakeholders in the policies to be created within the scope of climate change and the policies will be handled as a whole and coordination will be facilitated, so a governance model is suggested in the study. In the study, it is aimed to create a model that will serve as a guide in the implementation of governance by analyzing the effects of governance in the fight against climate change. The work of the municipality on climate change has been evaluated in the light of the information obtained from the municipality's website and the municipality's publications.
