Abstract (EN)

ABSTRACT Organizations want to have knowledge about their personnel's abilities and their performance. To achieve this objective, personnel's contributions to organizational objectives are determined. Through their contributions, personnel are rewarded, promoted at the service, their Wages are determined, punished or, as the last alternative, can be dismissed. Personnel's contributions to organization are determined by assessment of performance. Personnel have knowledge about their strong and weak sides after the assessment of their performance, thus, they can take precautions needed. At the process of performance assessment, personnel's works, activities, deficiencies, sufficiencies, superfluities, and insufficiencies are scrutinized. For this assessment, that the data are collected from various people and sources enhance the validity and the reliability of the assessment. At the personnel's performance assessment, the aim to appeal to various datum sources is to minimize the negatives, to benefit from the affirmative sides as possible as it is and to make performance assessment. In this approach, at personnel's performance assessment, it is not enough to take into consideration of the first and second register superior assessment. Also subordinates, colleagues, and customers' opinion are taken into consideration. Various datum sources can be used at the assessment of school managers' performance. The main objective of this work is to develop a new model at the assessment of primary-education school managers' performance. To achieve this general objective, it was worked to realize the sub objectives that are given below: 1. There is a need for a new system at primary-education school managers' performance assessment. 2. The peculiarities that must be in manager performance assessment form which will be used at a primary-education school managers' performance assessment must be determined again. 3. J( - -' I and parents at a primary-educations school manager's' r^e^oı^â^ce^%sfeşfement. vPrimary-education inspectors and their assistants and primary school managers who works in Sivas, Malatya, Gaziantep and Elazig in 2003-2004 school year form the population of the research. Tn this school year, 158 primary-education inspectors exist: 37 in Sivas, 42 in Malatya, 47 in Gaziantep, 32 in Elazig. In the same school year, expect the schools which have combined classes, there are 898schools: 271 in Sivas, 234 in Malatya, 251 in Gaziantep, 142 in Elazig. It was accept that the population of the primary school manager is approximately through the supposition the approximately 3 managers work in this schools. The sample was not taken for primary education inspectors, but it was directly worked in the population. Proportional Group Sampling was taken for primary school managers. It was seen sufficient to take 113 (Sivas: 32, Malatya: 28, Gaziantep: 30, Elazig:23) primary school for group sampling. A questionnaire that has peculiarities which are suitable to the objectives of the research was developed. The questionnaire is composed of three parts. In the firs part, there are 5 questions which are used to determine the respondents' sexes, the cities which they work in, tasks, length of service (seniority) and their educational level. In the second part, there are 15 questions that are used to determine the respondents' level of being pleased with Register Report and Manager Inspect Form. And in third part, there are 30 questions that should help at determining the peculiarities that are thought to be used at the performance assessment model which is being tried to be developed. Likert type grading scale with 5 point was used in the questions that exist in the second and third parts. The questionnaire were grouped as Any (1), Less (2), Medium (3), Much (4), A lot of (5) and then they were evaluated. In summary, these findings were achieved as a result of this research: The %90 of primary education inspectors and the primary school managers are male. Personnel working 21-25 years take the first place due to their professional seniority. The educational levels of the inspectors are higher than managers' primary education inspectors and the primary school managers are not pleased with the existing assessment system. The suggestion of ihe model which is tried to be developed through this research is both accept by inspectors and managers. VI
