Abstract (EN)

The Union and Progress Association, which was founded as a hidden revolutionary association to cease Istibdat State Governance by overthrowing Sultan II. Abdülhamit then to put the Constitution law of 1876 into full force again, became one of the fundamental stones of the political life following the foundation of the Second Constitutional Period.The Association got confused because of ?cemiyet-fırka? -?association-party concept?- dilemma thus seek for a way then took the final decision during the Congress of 1913 so became a political party accordingly. During the destruction period of Balkan Wars, the leaders of the party tried to restructure the governance from one side and restructure some issues of the civil public from the other side while the footsteps of the First World War were being heard. Meanwhile the leaders of the party founded some paramilitary organizations under different names and aims towards such occurrence.The objective of this study is to explain the organizational evolution of the Union and Progress Association through the stages from the foundation to becoming a political party status and examine the identicalness among the organizational structures of paramilitary organizations as the subsidiaries that were founded during the performance of complete power in scope of the context composed of ?organization- staff-ideology? .Keywords: The Union and Progress Political Party, The Second Constitutional Period, Paramilitary Organizations, Scouting, Teşkilat-ı Mahsusa.
