Abstract (EN)
It is a well-known fact that administrative and political supervision mechanisms are not sufficient since they are highly affected by difficult political and bureaucratic situations. It is another fact that abstract and irresponsible supervision mechanisms of press and trade associations having some question marks such as periodicity, arbitrariness, ideological and benefit-oriented relationships are located in impossible limitations in terms of education level and democratic culture in the country. In this way, people make large-scale investments with the decisions made in the context of public administration concept which is not within the scope of Law and Planning discipline and consequently national economy is severely damaged by the financial loss of public and private sectors spending large amounts of money for these large-scale projects. As a matter of fact, instead of the abstract claim that supervision system should be restructured, a concrete, fast and fair arrangement for the "Improvement of Administrative Procedure System" which will work within the scope of expertise discipline will take effect in the short run and conduce toward creation of other healthy supervision mechanisms in the long run.This study which is a research on this model, after examining the historical structure of the city, reflection of planning and urbanization concepts on stanbul and Ankara examples is examined and historical development of zmir in this context has been expressed as a concrete example and legal arrangement and general implementation of Administrative Procedure mechanism in the Constitutional State has been stated. In the third chapter, thirteen project carried out in the city in the last twenty five years have been examined in terms of City and Region Planning, Public Administration, Administrative Law and Administrative Procedure. In the fourth chapter, specifically thirteen project but in general identifying the reasons of the problems inthe country and their effects to the city, people living in the city and national economy and developing solutions to these problems have been argued.
