Abstract (EN)
Public expenditures having been constantly rising in national economies have brought the expansion of public space in economy with them. Education expenditure forming a major share of public expenditures trigger the inclination for ise even more. Education is a must of a country. Economic development and progress are provided trough technology and education is inevitable for technological development. There is no end to the expenditures that have to be made for education within the spiral of education and technology. At this point, the financing of the education expenditures made and to be made come to the agenda. In this thesis study, the notion of public expenditures, the concepts of education service and education expenditures and the financing of education expenditures are adressed comparatively in terms of OECD countries and Turkey.
