Abstract (EN)

Rapid developments in information and communication technologies trigger significant transformations in public administration. This transformation makes it possible to use resources more effectively, improve service quality and adapt to the needs of the age through new generation technological tools. Blockchain technology stands out among these new generation tools with its secure, transparent and unalterable structure. With its potential to create radical changes in public service delivery, blockchain has become a frequent topic on the agenda of digital states at national and international level. In this study, which examines the current and potential use of blockchain in public service delivery from a public administration perspective in detail, firstly, a literature review was conducted on the subject. The aim of this study is to examine in depth the potential applications of blockchain, which is becoming increasingly important in public administration and service delivery, and to reveal in detail how this innovative technology can provide a strategic advantage within the framework of public service delivery. It is also to compare the countries that have taken concrete steps on blockchain. In this respect, countries selected from six different geographies were examined individually and then analyzed within the framework of specific factors using the comparative analysis method. The findings of the comparative analysis show that the first steps of countries regarding blockchain were taken in the field of finance. In the field of public administration, the most common applications are digital identity, smart contracts, supply chain and security. In addition to the experiences of leading countries, Turkey's blockchain roadmap was analyzed and policy recommendations, draft strategy and action plan were formulated for the development of the roadmap based on concrete examples at the international level.
