Abstract (EN)
Public Procument is not only an instrument of the ensuring the needles of public authorities. At the same time it is a way of realizing different economical and social aims. Any how, there is a huge amount of expenditure of public money. Contradiction to law in this process causes lost of large amount o public resources in addition to the damnification of the person concerned. Specification is the document that regulates the conditions and rules regarding to the public procuremet process and sometimes implementation of the public procurement contract. Because of this fact, for the purpose of baring the problems from the beginning, specification is the most important part of public procurement process. In other words, specification is the ?core? of the public procurement stage and preparation of this needs a great assiduity, excellence and legal attainments. In this thesis, the mandatory legal features of specification and results of law infringements in specification is considered in details in comparation with European Union and German Law.
