The scale of describing leadership behavior was developed by (Hemphill ve Coons 1957:6-38). Descriptive statistics (arithmetic mean, standard deviation) were used to determine the Leadership Behavior Scale of Public Administrators, with respect to scores of subscales and total scores. Leadership Behavior Scale of Public Administrators is compared according to the total score of subscales according to religion, sex, seniority, education status, "t test" is applied for independent (unrelated) samples because of there are two categories of variables in question. In the case of multiple categories, analyses were performed by one way analysis of variance (ANOVA). The LSD test was used in multiple comparison (post-hoc) tests to determine the source of the difference when the significance was remarkable in ANOVA. In this study of working in public institutions in Turkey, in response to the behavior of the working lives of leaders and managers are evaluated on the scale of TOKİ. In the hypothesis of work, the general perceptions of public employees are thought to be mostly negative in terms of the attitudes and disciplines of the managers and leaders in the working life. However, as seen in the questionnaire survey, in general, employees expressed positive opinions on the leadership behavior of public administrators in all dimensions of the managers' leadership behavior. Employees stated that public managers showed the highest leadership behavior in the dimension of communication and the lowest leadership behavior in the aspect of authoritarianism. By the gender dimension, male workers are believed that their leaders show higher levels of leadership behavior in terms of authoritarianism, activism, membership protection, integration of goals, organization and recognition, compared to the female employees. When we evaluate the leadership behaviors of public administrators according to educational status, no difference was found in the dimensions of high school - undergraduate and graduate in any sub-dimension. In terms of seniority, it was determined that there was a meaningful difference between the seniority groups in the activating and engraving subscales. According to this, according to the employees who have 21 or more seniority in terms of the protection of the members, the managers show higher leadership behaviors. According to the employees with 16-20 seniority, the managers show higher level of leadership behaviors in the representation dimension.
