The study of determining information, training and exercise needs of institutions against KBRN events: The case of Gümüşhane and Trabzon provinces

The CBRN events are people, nature and technology-related disasters, who sometimes have long and sometimes short periods of time, have serious health problems, and are able to deactivate local governments. As stated in the TAMP, the first responder teams, public institutions and stakeholders expected to be able to intervene in KBRN events at the local level. These emergency situations, which have a great deal of threats and risks, such as kbrn incidents, require a multi-agency intervention, so public institutions and stakeholders should pay more attention to preparatory activities such as training and exercises. The aim of this study is to guide the development of the personel ability to intervene both individually and institutionally in emergency situations through training and exercises and to suggest where future training efforts should be focused in this direction. The study deals with some public institutions in the provinces of Gümüşhane and Trabzon, which assume the roles of the main solution partner and support partner in the TAMP at the local level. 425 public personnel who agreed to participate in the survey have been reached. Data analysis was carried out with SPSS 21 package program by developing a survey form aiming to measure the need for information, training and exercises for kbrn events. In this study, it was found that the institutional readiness score averages were low with 32,51±14,250. There was a positive, weak, and meaningful relationship between the participants views on CBRN events and the readiness score variable for information, training and exercise needs.
