Cyprus Mehmet Emin Pasa (1813-1871) There have been people who lived in some important periods for nations, witnessed important events for the history and acted as the main characters. Especially with the emergence of the Ottoman Empire's decomposition and necessary of reform, it's felt that the people and instutitions needed for the reform's realization and would stop the decline of the state. These people lived in the period of history and made frequent mention of their names in the periods they lived. Today, in the future, it is important to discuss and read those valuable personalities, their duties as higher officials in the state. From this point on, the lack of detailed work on Kibrisli (Cypriot) Mehmed Emin Pasha who lived in the 19th century, prompted us to work in this field. Kibrisli Mehmed Emin Pasha who lived between 1813-1871, was one of the statesmen who took important positions by having various duties within the state in the 19th century when important dissolutions and decompositions were experienced in the Ottoman Empire. Born in Paphos where is a town of Cyprus, Mehmed Emin Pasha came to Istanbul in his youth and was accepted to the Treasury Chamber in Enderun (state's superior education center) in the time of Sultan Mahmud II with the support of his uncle who came to Istanbul from Cyprus and was a financier in the state treasury. After that, Kibrisli Mehmed Emin Pasha carried out important activities in the successive series of duties. In this context; Mehmed Emin Pasha had lived in the period when the most critical events of the Ottoman State were experienced and witnessed important events in his period, and partly played a guiding role in the critical moments in the axis of events. Mehmed Emin Pasha, had been known for his harsh temperament and haste, had done his best for the unity of the Ottoman Empire.
