City information systems: the case of Elazığ Municipality

After the earthquake in 2020, Elazığ Municipality started to create KBS (City Information System). In this context, first of all, Elazığ Municipality's geographical information system is being tried to be made active. Secondly, smart grid systems have begun to be diversified within the urban area. In this context, Elazığ Municipality is both rebuilding the KBS and updating existing systems. In this study, the main purpose is to investigate which applications of KBSs, which have found application in Elazığ Municipality, are used in municipal organizations, what problems are encountered during the application and what solutions can be developed for these problems. In other words, in this thesis, which information systems the municipalities use to produce solutions to the problems experienced within the urban area and how they follow the process with the data obtained are problematized through the Elazığ Municipality Example. The creation of Elazığ Municipality's KBS and the implementation of KBS by Elazığ Municipality will ensure that infrastructure data is recorded and thus infrastructure investments will not be damaged. In addition, the implementation of KBS will ensure that the economic and social indicators of the Municipality are regularly discussed, and future predictions can be developed. It will contribute to the development of a transparent and participatory management approach in service delivery, and will contribute to the disaster management process by ensuring the development of the information infrastructure. In addition, the "Individual Monograph" technique, one of the direct observation (data collection) methods in qualitative research, will be used in the study.
