Reflections on built environment by the approaches of actors and planning that have a role in the formation of urban built environment: The sample of Mardin Artuklu University Campus and near surroundings settlement

Built Environment appears, is shaped and develops with human interference. People infuse the soul of life and place into the built environments. Having occurred in a long period of time and subsistence for a long time, built environments transfer its experience from the past to the future. Each of the built environments witnesses the period of being created and tells us about its period.Built environments are created by planning and design phase. Many actors who have different benefits and expectations have a role in planning and design phase, and each of the actors plays its role in forming urban built environment. Being made of different components, built environments instruct itself better when these different actors work with each other in harmony.The reason for the transformations of built environment depends dramatically on the alternation of the actors or the role change of the actors. The changing roles of actors and the alternation of planning approach can change the foresight of built environment. When the alternating actors become administrators, this fact turns out to be more effective and become more important for causing its resultsThis study deals with built environment, the role and components of built environment, employed tools and actors that have a role in formation of built environment, planning concept, planning theories and built environment effect of planning theories; That how alternation of the roles of actors that have a role in planning and design phase of built environment has changed planning process and foresight of built environment is studied in the sample of Mardin Artuklu University and Near Surroundings Settlement.This study deals with built environment, the role and components of built environment, employed tools and actors in formation of built environment, the effect of planning approach diversity on formation of built environment. That how alternation of the roles of actors that have a role in planning and design phase of built environment has changed planning process and foresight of built environment is studied in the sample of Mardin Artuklu University and Near Surroundings Settlement.This study suggests that the formation process of built environment of Mardin Artuklu University and Near Surroundings Settlement can start when all actors are included to planning and design process together with a joint consensus and that this will be the shortest and the most accurate and permanent solution.Keywords: Built environment, planning, approaches of planning, employed tools, actors and their roles
